Spend, Spend, Spend

So I'm talking to one of the S9 types on the FOB here, and once upon a time a former S9 in this AO said, "You will not outspend me."
 
I've heard some pretty irresponsible statements around development in this country and in Iraq, but that one's pretty much a prizewinner.
 
Not -- "My projects are going to have the most long-term impact," not, "Let's focus on what needs to be done to support the commander's intent," but, "You will not outspend me."
 
Beautiful.
 
As a taxpayer this makes me throw up in my mouth a little.
 
As someone who likes to think he gives a damn about the Afghan people and turning this country into something worthwhile, that just depresses the hell out of me.
 
I believe in the fight here, but if we keep throwing money at it without establishing measures of effectiveness or performance, how the hell will we know if we've accomplished anything?
 
Success in this fight isn't measured simply by the reduction in the number of SIGACTs, but by the increase in commerce, trade, and the availability of municipal services.
 
That, takes time, and it's complex, and it's REALLY hard to articulate on an OER.
 
If your performance is driven by your review, then you're never going to do what's right for the people who need the help the most in ANY arena of activity.
